Committees

The WRI-FOT is guided by three committees whose members are preselected. The committees are:


group image Program Guidance Committee The Program Guidance Committee (PGC) is chartered to develop detailed specifications for each component of the WRI system. Throughout the course of Phase 3, this committee may also be called upon to provide input or recommendations to FMCSA for policy decisions affecting the FOT, such as how certain information in the safety data message set (SDMS) might be used. The PGC willl provide feedback on draft test plans prior to the year-long FOT, and monitor the status of the FOT once it has been initiated. This committee will also be informed of the results of the evaluation and take the lead in updating guiding program documents such as the Concept of Operations and Architecture at the conclusion of the FOT.

group image Definitions and Oversight Committee The Definitions and Oversight Committee (DOC) is chartered to oversee the development of the detailed specifications for the Wireless Inspection Processing System (WIPS). The WIPS is the portion of the WRI where safety data message information coming from the carrier is used to query other state, field, and, national systems and from this combined information an inspection record is created and sent to roadside enforcement. Additionally, the WIPS will generate a pull-in/bypass signal for each inspected vehicle. Throughout the course of Phase 3, this committee may also be called upon to provide input or recommendations to FMCSA for policy decisions related to WRI, the WIPS, or the FOT. At the end of the testing, the DOC will provide feedback relative to the WIPS to the Program Guidance Committee.

group image Representative Stakeholders Committee The Representative Stakeholders Committee is chartered to join in the Representative Stakeholder Committee (RSC) of the WRI program. The DOC has been chartered to guide the implementation of the WRI FOT system and testing. The RSC will assist the Program Guidance Committee in the development of the WRI functional specifications, provide feedback to the system developers, monitor testing during the FOT and generate any needed change orders. Throughout the course of Phase 3, this committee may also be called upon to provide input or recommendations to FMCSA for policy decisions related to WRI, the WIPS, or the FOT. At the end of the testing, the RSC will provide feedback relative to the WRI system to the Program Guidance Committee.
